The Union soldiers worked day and night at the Clover Hill Tavern using hand cranked field presses churning out 4 passes per sheet. These passes allowed the Rebel soldiers to board available trains and steamships on their journey home, and to obtain rations at Union supply depots across the South. The Rebel soldiers were required to take an oath of allegiance to the the United States before receiving their passes. Only 25,587 Confederates surrendered leaving the remaining passes unused.
