Randolph, who was working to remove the bodies of the Confederate soldiers buried at Gettysburg. Skeen served on several important boards and in other public capacities.

Virginia reconstruction governor Gilbert C. Walker appointed Skeen brigadier-general of the State militia in 1872. It is guaranteed original and in good condition.
