
Edward Keatinge, an English engraver formerly with the American Bank Note Company in New York, moved South in 1861 at the invitation of Treasury Secretary Christopher Gustavus Memminger. He partnered with lawyer Thomas Ball (and briefly William Leggett). The firm started in Richmond but relocated to Columbia for safety as Union forces threatened the area. Operations ended when Sherman's forces captured Columbia in February 1865. Notes were hand-signed and numbered by Treasury clerks (hundreds employed, including women) in Richmond before distribution.
