1863 Confederate Civil War Report Re Impressment Act & South Carolina Supplies

Offered here is an interesting 1863 report from Major H. Guerin , a commissary officer, to Colonel Lucius B. Northrop , Confederate Commissary General, regarding the enforcement of the Impressment Act in South Carolina. The report was sent in response to a complaint by a South Carolina state senator.

The report is a staff-written copy. I have the honor to report that the copy letter of Hon.

I respectfully remark that the only impressing officers within my Division are Capt. I act in accordance with instructions from Maj. Guerin, Chf Commissary, confining myself strictly to the terms of the impressment act & invariably use moderation & discretion in the exercise of my delicate power, approaching all with courtesy & respecting the rights of individuals & in no instance have I removed or demanded the surrender of surplus supplies necessary for the support of the neighborhood. Venable having collected all the surplus old corn for the use of the army of Virginia. Previous to my assignment of duty here, I have succeeded in obtaining very little.

The Hon'ble State Senator has surely been misinformed as to the condition of his District, also as to the number of impressing officers, as my observation & knowledge convinces me. Very respectfully your obedient servant.

The document is docketed on the third page, having been sent to Richmond and then forwarded to the offices of Governor Milledge Bonham in Columbia. The letter was written upon three pages of an 8 x 10 stationery sheet. It is in excellent condition with very little wear to edges and corners.
